  • PENEGAKAN HUKUM DI ZONA EKONOMI EKSKLUSIF INDONESIA

    Indonesia is an archipelagic state with a potential geographic location. Indonesia has various sea resources which are in deep of sea. The  large potential sea resources were saved starting from deep sea until Indonesia Economic Exclusive Zone. As a sovereign state, Indonesia has a right and an obligation to enforce the laws on Indonesia sea, especially Economic Exclusive Zone based on UNCLOS 1982.  The Indonesian sea territorial has a strategic value on the whole politics, laws, economisc, social cultures, and also defence and security. Because of that, creating the safe sea and also using all the big potential which are owned by the Indonesian sea is the most important and absolute one which must be done by the Indonesia Government for the people’s welfare and prosperity. This research using descriptive analitical method with research type is normative law research.

  • ANALISIS DAMPAK KESADARAN BELA NEGARA TERHADAP SEMANGAT BELAJAR PADA SISWA SMU DI KOTA BOGOR

    Creating awareness of the country’s defense to the youth is important that cannot be denied by this nation, as mandated in the UUD 1945 subsection (3) “every citizen has the right and is obliged to participate in the efforts of the defence of the country”, because the youth is the successor of the nation that are inseparable from the long journey of this nation. Concern and nationalism against the countries are expected to be demonstrated by the seriousness of the study (learning motivation). The contribution of the State in determining defense consciousness of the spirit of student learning is 37.60%, while the rest of 62.40% are contributed by other variables such as the availability of learning facilities, the feeling of wanting to succeed, class atmosphere, the pressure of parents and others. The results of the analysis show that the consciousness of the country has a positive influence on defense against the spirit of learning high school students in the city of Bogor, it can be said the higher awareness of the State-owned defense students will further improve the spirit of student learning. Bogor City Government conducts activities involving student martial-themed country which are hard-wired and synchronization of the curriculum about coaching state defence for students.

  • KONFLIK SOSIAL, SUMPAH PEMUDA DAN KETAHANAN NASIONAL

    Plurality as a reflection of the heterogeneity of social life is an invaluable national potential in achieving development, on the other hand can also be a source of conflict with the very complex problems. Indonesian nation is intrinsically bound by the “Unity and Integrity” very strong and embodied in the “Youth Pledge”. In the journey of flavors “One Unit” eroded and degraded, it is unnoticed by all “Children of the Nation” as the next generation and there has been a “betrayal” of the Youth Pledge, which materialized in the form of a brawl. Opposition may be muted when it is in the values of social life there are three pillars of “democracy”, “transparency” and “tolerance”. But when the three pillars of this fragile, then the conditions of social values can be ascertained very prone to conflict. The role of education is crucial both home educational establishment (non-formal) and school education (formal) in an effort to build a society with a high level of tatanilai sociology. National Security is created through the development of national character (Nation Building Character) begins by establishing the resilience of individuals.

  • PENGARUH ERA GLOBALISASI TERHADAP KESADARAN BELA NEGARA BAGI MASYARAKAT DI EMPAT KECAMATAN JAKARTA SELATAN

    In the globalization era now, there are still a lot of people who do not know about the defense of the country. Only a few people who know and understand it. The problems which are faced that there are still any manner that is opposed to norm values and normal nationality; there are still many fighting between schools; there is a lack of the implementation of the law and the low awareness of value law-abiding. There fore, we are as the youths of the next generation need to know the meaning of state-defense and apply it in daily life. This research uses qualitative research methodology and quantitative descriptive analysis, and regression analysis to determine priorities of the problems prominent. The respondents involved in this research was related agencies and the people whom we met in south Jakarta consisting of four districts will be as the sample taken at random. This research result shows that the globalization era has a good influence on of the sense of state-defense to the community whether they are positive or negative influences. News media and sophisticated and modern tools as communication tools have a great influence on youths as the next generation. So that it can change the pattern of indonesian characters and the decline of good moral values in daily life. 

  • ANALISA TINGKAT “SECURITY AWARENESS” PEGAWAI BALITBANG KEMHAN TERHADAP KEAMANAN INFORMASI

    Information, according to its security level, can be classified as a normal information and confidential information. For a usual information , of course the security level can be ignored because it does not cause any harm feared. But for confidential information, it requires a special security system. Research and Development R & D as an agency that has the results of R & D that can be the mainstay of the agencies of the Ministry of Defence. R & D results are a very important information that includes formulas of the research that has been done. This has become an information that needs to be secured. Depending on the information security of the security awareness (security awareness) employees handling. Security awareness is influenced by the knowledge (knowledge), attitudes (attitute) and habits (behavior) of employees Balitbang itself. Therefore, raising awareness and security precautions both internally and externally at least will be able to prevent or reduce the risk posed. This research was conducted in order to know the level of security awareness (security awareness) Balitbang particular employee group III and II. The method used is the descriptive method by finding the percentage of knowledge, habits and attitudes then the results are incorporated into the Kruger scale and Kearney, 2006. An analysis of the obtained results that the employee security awareness is weak in Balitbang, it means that information is still not safe from threats.

  • OPTIMALISASI PENGGUNAAN PTTA PADA DAERAH PERBATASAN

    The use of Unmanned Aircraft (PTTA)/UAV (Unmanned Aerial Vehicle) cannot run optimaly if it is not supported by a national  national and the ability of the military such as the ability of implementing the intelligent activities, sensing from a distance (inderaja) and early rise to provide the availability of information complete accurately and on time. PTTA could become one of the alternative additional equipment of  TNI Alutsista to get the reliable information. The optimization of the development of PTTA is based the current interests from the future spectrum needs and the progress, covering the current advantages and disadvantages and the future threats and challenge in the border area. There is s consequence of all the developments in military matters (Revolution in Military Affairs/RMA) such as the importance of integrating all process in an architecture command, control, communication, computer, intelligence, observation and reconnaissance (K4IPP) so that decision-making can be done quickly and correctly. In a modern war, a method of observation and reconnaissance of the air becomes an effective means for data collection and information about an enemy. But, some experiences show that there is a high risk of losing the crew plane if those activities are conducted with a plane crew. In order to avoid this, one of a revolutions in observation and reconnaissance is by using a plane without the crew in order to increase the use of PTTA in the boarder areas. The use of PTTA so far is not maximum to supervise and border security so that it needs to be done the research to know factors that cause the deficient of the use of the PTTA. The purpose of this research is to understand the extent of optimization of PTTA in the border area. The method used in this research is descriptive analysis. Based on the results of the analysis, it can be concluded that there are several factors that become the causes such as human resources, the supporting of infrastructure, and the government regulation.

  • PERSPEKTIF “MARITIME SUPER-HIGHWAY” TERHADAP PERTAHANAN MARITIM INDONESIA

    The Government aspires to restore the glory of Indonesia in the past in the maritime field with the current government’s vision, namely: axis maritime world. The success of this maritime super-highway can not be separated from the ability of the main supporting facilities and infrastructure, among others, the ability of the port. Southeast Asia is actually a highly strategic area of the economy. In this area there are at least several international cruise lines which are quite important, such as the Strait of Malacca. We can replicate the strategy used by the positioning Singapore seaport territory for purposes of transit of goods. There are several points where the waters is directly facing the port location and in international shipping lanes. Republic of Indonesia (NKRI) has a specificity that is not owned by other nations associated with a strategic presence. This raises the external threats and other forms of threats that have the potential to exploit the waters of Indonesia. In addition, we are also not good at utilizing the geographical location of Indonesia. In fact, the Convention on the Law of the Sea (UNCLOS) in 1982, has set three Indonesian archipelagic sea lanes (ALKI) as shipping lanes and flight by ship or aircraft internationally. The third ALKI passed 45% of the total value of world trade, or approximately 1,500 US dollars. Unfortunately, an important geographical position has not been utilized properly. Evidently, we do not have transit ports for international merchant ships passing in 3 ALKI earlier. It is necessary for the implementation of development policy of Indonesian Maritime Continent global and integrated.

  • PENELITIAN REMOTE WEAPON SYSTEM (RWS) PADA INTERCEPT BOAT

    In the Intercept Boat operation serving as an intercept at high speed, it is impossible to carry out weapon operations manually by humans which is directly attached to the weapons that were in the ship’s bow. To operationalize arms of the bridge, it needs RWS (Remote Weapon System) which is a system of arms control with the use of electronic equipment. In the research and development in the Intercept Boat RWS, it is expected to make RWS models to operate the 12.7 mm caliber weapon mounted on the Intercept Boat. With the RWS in the operation of the weapon on the Intercept Boat, it will obtain several important benefits such as RWS can serve to protect the shooter from the potential threat of being shot behind the opponent; features locking the target and stabilized platform RWS are expected to improve the accuracy of shootings, Optronik at RWS can increase the distance viewing and record whatever is seen.

  • METODE FINITE-DIFFERENCE TIME-DOMAIN UNTUK ANALISI PROPAGASI GELOMBANG PADA BUMBUNG GELOMBANG PERSEGI DENGAN SISIPAN MATERIAL DIELEKTRIK ANISOTROPIK

    One of the most popular techniques to solve electromagnetics problems numerically is using a finite-difference time-domain (FDTD) method. It has been successfully applied to an extremely wide variety of problems, such as scattering from metal objects and dielectrics, antennas, microstrip circuits, radio communications, and electromagnetic absorption. The main reason of method resides in the fact that the method itself is extremely simple, even for programming in a 3 dimensional (3D) system. In this thesis, analysis of wave propagation based on FDTD method for a rectangular waveguide which is loaded with anisotropic dielectric material which is numerically investigated. The wave equation and modes that appear in the waveguide are analyzed theoretically in which the results are applied to validate and verify the numerical result obtained from FDTD method. The result shows a good agreement between analytical and numerical results. On this thesis, FDTD method has also been used to extract the scattering paramter of anisotropic dielectric material loaded on a rectangular waveguide. The principal used to analyze the EM wave from FDTD simulation are wave orthogonality and discontinuity inside a waveguide cavity. To validate the result from FDTD method, another simulation with HFSS has been done. The results shows a good agreement with some difference on the S-parameter curve. The difference appears because the numerator on the equation to calculate the incident and reflection wave tend to become very small with the increase of the frequencies that are being calculated. Another source of the difference is the effect of higher mode that appears on the waveguide cavity, and also the irregularity of EM field when loaded with anisotropic material.

  • CAT ANTI-FOULING UNTUK KAPAL PERANG REPUBLIK INDONESIA

    Fouling effect on metal vessel or timber ships will result in damage to the structure of objects / materials. To overcome the effects of fouling paint is needed the paint that can overcome the anti fouling. Fouling effect occurs at the bottom of the ship's waterline caused by marine life, so that the effects of fouling can occur quickly if the ship rarely sailing or just lean alone. With the above problems, we will conduct research anti-fouling paints used Indonesian republic warships. By conducting research anti-fouling paints is expected to reduce maintenance costs Indonesian republic warships. Otherwise we will examine anti-fouling paint that is environmentally friendly, so it does not damage marine lives that exist around the ship. Materials used in this research are 16 anti-fouling paints used to protect parts of the ship at the bottom of the ship's water line of Indonesian republic. The method used is research in the laboratory and field testing to determine the quality of anti-fouling paints. There are 6 brands of the paint that have good value based on the results of the research of 16 anti-fouling paints.

  • KEPEDULIAN MASYARAKAT TERHADAP KETAHANAN ENERGI (KASUS PLTMH DI PEKON AIRBAKOMAN KECAMATAN PULAU PANGGUNG KABUPATEN TANGGAMUS LAMPUNG)

    PLTMH (Pembangkit Listrik Tenaga Mikrohidro) adalah suatu pembangkit listrik skala kecil yang menggunakan tenaga air sebagai tenaga penggeraknya seperti saluran irigasi, sungai atau air terjun alam dengan cara memanfaatkan tinggi terjunan (head) dengan debit air. Pada daerah terpencil PLTMH memberikan manfaat yang besar bagi pemenuhan kebutuhan listrik. Pada penelitian ini peneliti ingin mengetahui bagaimana kepedulian masyarakat, kendala-kendala apa saja yang dialami dan bagaimana cara mengatasinya. Subjek penelitian adalah masyarakat di Pekon Airbakoman Lampung. Penelitian ini dilakukan dengan teknik wawancara dan observasi. Hasil penelitian ini bahwa kepedulian masyarakat berada pada taraf tinggi, sedang dan rendah. Masyarakat sekitar dirasakan masih memiliki kurangnya pengetahuan akan birokrasi, sosialiasi mengenai manfaat dan dampak dari kurangnya tingkat kepedulian masyarakat oleh pihak-pihak terkait serta kurangnya transfer of technologydapat merugikan masyarakat. Oleh karena itu perlu adanya pendekatan yang dilakukan kepada masyarakat melalui psikososial kultural agar lebih mengena dalam penyampaian informasi mengenai PLTMH dan keterlibatan dari pihak terkait harus semakin ditingkatkan. Dengan kebutuhan energi terpenuhi maka secara psikologis akan terbentuk kekompakkan sesama karena adanya perasaan senasib dan sepenanggungan. Ketahanan masyarakat ini merupakan langkah awal terciptanya pertahanan negara yang tangguh.

  • PENGEMBANGAN SISTEM KOMUNIKASI DAN RADAR SERTA INSTALASI SENJATA COMBAT BOAT 16 METER

Radar developed to perform the function of intercept (interception) and navigation, has a higher resolution than the commercial radar that is capable of detecting 2 piecesor more adjacent objects. Data processing and radar display are integrated in the Mission Management System, so that all the functions and features in this radar is very useful to support combat missions intercept boat. To improve the capability of sensing combat boat 16 meters added surveillance camera system. The camera is mounted in combat boat has the ability to close the distance reconnaissance and surveillance at night. Control and image processing are done in the Mission Management System (MMS). Mission Management System is the brain of Intercept Integrated Mission System. Where in the console will happen processing digital data, so having several advantages, among others, to protect the shooter from the potential threat of being shot behind, lockingfeatures RWS targets and stabilized platform will improve the accuracy of firing a weapon, optronics RWS can increase the visibility of the user up to 2 Km ahead both day and night and RWS can record whatever is seen, so that when a user had to fire a weapon, evidence of the desperate condition will always be recorded.

     

  • FASA BARIUM HEXAFERRITE SEBAGAI COATING ANTI-RADAR PADA ALUTSISTA

    Knowledge in anti-radar coating technology is something that have to be mastered by Indonesian military. That’s because with the fast growing of radar technology, the position of military vehicle and weaponry can be known from the distance. Because of that, to support the national defence, especially in surveillance missions, it is required a technology to camouflage military vehicle and weponary so that it cannot be detected by enemy’s radar. One of the technology to camouflage military vehicle and weaponry is by coating them using Radar Absorbing Material (RAM). In this paper nanostructure engineering of ferrite material has been done using ferrite phase alloy of BaFe(MnCo)1,5Ti1,5O19 to reduce radar electromagnetic wave. The material was tested using two method, free-space measurement and waveguide measurement. The measurement was done to know the S-parameter of the material and its reflectivity. From the test, it is known that for X-Band frequency range, the material in powder shape has an absorbtion of -16dB, and when the material was mixed with elastomer the absorbtion is dropped to -5,3dB.

  • ANALISIS TINGKAT KEMAMPUAN TEKNOLOGI INFORMASI DAN KOMUNIKASI (TIK) KEMHAN DAN TNI DALAM MENGHADAPI ANCAMAN SIBER

    Kemhan dan TNI sebagai leading sector dalam hal pertahanan, tidak terkecuali dalam bidang siber perlu melakukan langkah langkah terkait pertahanan siber. Langkah awal yang perlu dilakukan terkait pengamanan terhadap ancaman siber adalah mengetahui kesiapan TIK Kemhan dan TNI dalam rangka mendukung pertahanan siber. Untuk mengidentifikasi permasalahan penyiapan pertahanan siber dapat dimulai dengan melihat statistik TIK di Indonesia. Dari identifikasi masalah menghasilkan beberapa pertanyaan pokok yang harus dijawab yang meliputi bagaimanakah kondisi TIK di Kemhan dan TNI saat ini, Faktor apa sajakah yang dapat memprediksikan kesiapan TIK di Kemhan dan TNI, seperti apakah model kesiapan TIK di Kemhan dan TNI, apa saja variabel yang dominan dalam penyiapan TIK di Kemhan dan TNI dalam mendukung pertahanan siber. Dari hasil penelitian diperoleh formulasi model yang sesuai untuk pengukuran kesiapan TIK di Kemhan dan TNI berbasis Technology Acceptance Model dengan kerangka Technology-Organization- Environment. Terdapat Lima variabel dominan dalam model kesiapan TIK Kemhan dan TNI, yaitu: minat (Behavioural Intention), manfaat sistem (Perceived Usefulness), kemudahan sistem (Perceived Ease of Use), tekanan kompetisi (Competitive Pressure), dan kualitas sistem (Perceived Service Quality). Dari hasil penelitian terhadap kesiapan TIK di Kemhan dan TNI dapat disimpulkan bahwa terdapat permasalahan yang meliputi Rendahnya kesiapan TIK untuk pertahanan siber dan kurangnya minat adopsi TIK. Hasil penelitian ini diharapkan dapat dijadikan bahan masukan kepada Pimpinan Kemhan dan TNI terkait perencanaan kegiatan pertahan siber dan diharapkan pula menjadi acuan bagi penelitian dan kajian lanjutannya.

It is necessary for the development of rockets for civilian purposes into the activities of defense interests by providing material on the front explove and rocket fuze known as R-Han 122 caliber 122 mm and R-Han 122 B caliber 122 mm. Activities Transfer of Technology (ToT) is increased absorption of technology in the field of rocketry ranging from making warhead, fuze, rocket motors, cap, nozzle and rupture disks made in PT.PINDAD Persero Bandung. West Java.
